Promoting development, CITMA’s challenge

The aim of creating opportunities to promote development based on highly trained personnel must be a point of analysis in the science, technology and environment system in Villa Clara.

This was one of the foundations of the CITMA balance sheet, presented by Dr. María del Carmen Velasco Gómez, territorial delegate of the organization, when examining what was achieved and what could not be achieved in the past year, a period in which the fulfillment of the Integrated Management Program reached 98%, and there are 484 projects in execution that include innovation and strategic economic sectors.

In this sense, 295 local development projects have been approved and are already in practice, with a focus on innovative actions, while the rest are eminently productive.

The historical archives, as a source of preserving our memory, carried out conservation, computerization and digitalization actions of their valuable relics, and although all the technical advisory councils (CTA) are constituted, not all maintain uniformity in their work.

Regarding the integrated management programs for natural resources and the environment, there is environmental recognition for beaches in three segments of the keys, while the principles of circular economy are advancing in 46 selected entities, and the automatic meteorological station was installed in the northeast keys.

According to reports, technological packages are being applied in the governments of Caibarién and Sagua la Grande aimed at monitoring polluting sources and the effectiveness of integrated coastal management.

For its part, the Environmental Regulation and Safety Office (ORSA) complies with the inspection plan at 105%, and two environmental licenses are granted to the same number of local development projects and 45 opinions on its own.

 CRACKS TO TAKE INTO ACCOUNT

Not everything in CITMA is immaculate; there are difficulties in the functioning of the technical advisory councils and in the presentation of innovation projects in the Science Plan.

— Six municipalities presented limitations in the functioning of their historical memory commissions, and the request for the demand for the specialty of document management and archiving by the entities in the province is seen as problematic.

 — Reforestation remains one of the non-compliances. Only 134 ha are regenerated naturally.

— Compliance with environmental investments reached 75%.Villa Clara does not neglect the actions of prevention and confrontation of crimes and illegalities that threaten forest resources, flora and wild fauna along with other natural sources, while closely following the main actions planned for the Life Task.

— Be careful with the hygienic-sanitary conditions of the 13 municipal landfills, which are not at all favourable, without ruling out the traditional problem of solid waste collection, now aggravated by the shortage of fuel and equipment for collection.

The session also assessed the challenges and priorities for the current stage, the common denominator of which is based on managing science and innovation, social communication and digital transformation to promote the spheres of development and improve the management of the Government.

FROM SAYING TO DOING

 In summarising the balance sheet, Osnay Miguel Colina Rodríguez, member of the Central Committee and first secretary of the Party in Villa Clara, recalled his meetings with Dr. Rosa Elena Simeón Negrín, who was head of CITMA, regarding the professionals in this sector who need skills and who are capable of motivating in order to promote development.

The work with young people from the point of view of their training is of vital interest. “May there always be the satisfaction of having educated them well,” he said, “even if they decide to join other sectors or go abroad, because there are many of them who maintain ties with their country and love their land from where they are.

” In his reflections, he insisted on basic pillars: innovation, its impacts, information, digitalization and artificial intelligence as a trilogy to be incorporated into thinking with a view to its applications.

«We will have to generalize good practices and those experiences that promote new challenges. See those Technical Advisory Councils that work well, those that need to be revised, and those that demand an injection of vitality in light of their poor results». A point highlighted was the need to increase funding and profits for science and innovation in multiple areas.

At the end of his speech, he emphasized a core idea: «It is time to move from words to actions, leave theories and make the results palpable in practice».
