INFOCOMMUNICATIONAL MANAGEMENT TO FACE DROUGHT IN COASTAL MUNICIPALITIES OF VILLA CLARA

Authors: Rosabel Rodríguez Rojas, Yunier Rodríguez Cruz, Ransés Vázquez Montenegro, Meylin Otero Martín

Information and communication constitute key elements for the socialization of early warning. These components require the articulation and integration of all actors participating in Early Warning Systems (EWS) and Disaster Risk Reduction (DRR). The Villa Clara Provincial Meteorological Center (CMP VC) maintains sustained work in weather monitoring and surveillance, but did not have validated communication channels that guaranteed the articulation and dissemination of the entire information and communication ecosystem. This work was carried out as part of the Pro-Act project and aims to generate communication capabilities from the CMP to the producers, in a way that guarantees the timely and necessary information to anticipate adverse hydrometeorological events and take measures that reduce vulnerabilities. Technical instructions were applied to strengthen agro-hydrometeorological surveillance of drought, techniques for the design of an infocommunication procedure in the comprehensive management of drought in Cuba, and experiences from the PON YOUR FICHA! project. The dissemination and socialization of alert and risk is achieved, which facilitates correct decision-making in compliance with development strategies on food production.
